The problem with powerful drugs...
The less money there is in the system, the less incentive there is for some people to get other people hooked. Cheap drugs will of course lead to some increase in casual use. It's not a black and white choice, but the trade offs between Al Capone and the ever present liquor store are reasonably accurate analogies.

Of the prison population in prison because of drugs: How many committed their crimes while high? How many are in jail because they were pushers? And how many were just there for simple possession-and of that how many were caught while on parole?
