Not exactly. Everything leading up to the first OS release is riding on AMD's demand. Everything subsequent to the first OS release will be riding on consumer demand. Microsoft is less likely to "delay" an update to a product that already has an installed base. But that also assumes that Windows x86-64 will attract enough buyers to have what Microsoft considers an "installed base".
