I think it is the former. See my old post. I had guesstimated the true sub numbers at the end of Q1 02 as roughly 1.3 million. That is fraud subs of about 90,000. Not too far for a rough guess.

As I read it, it's total subs, not just new subs. Also total subs is a much closer explanation of the difference between calculated and billed ARPU. I'm not sure about being in big trouble, as long as it is addressed effectively. The key to success is, and has been, subscriber growth that keeps pushing up service revenues.
