I don't know if this is apples to apples, but:

Compare page 73 of this:

intel.com

and page 85 of this:

intel.com

to this (rumor)
xbitlabs.com

From this I see that

Intel's highest performing 16W Processor is 866mhz, while AMD's is Model number 1500/1300 mhz. (Difference of 433 mhz and 633 model numbers)

In the 25W space:

Intel has the 1.2 Gig PIII (probably be 1.266 Gig by June), 1.4 Gig P4 (which is slower than the 1.2 gig PIII in benchmarks).

AMD has Model 1800/1533 Mhz. (Difference of 133 mhz and 400 model numbers)

In the 35W space:

Intel has the 1.8 gig P4-M.
AMD has the model 1900/ 1600 mhz. (Difference of -200 mhz an +100 model number).

In the 45W space (what the heck is this?):

Intel doesn't have an offering that I know of, but could probably use the 2.0 gig P4. Looking at page 63 of the link below, it would use 53 Watts of cooling (about the same I guess).

AMD has the Model 2000/ 1667 mhz. (difference of -333 mhz, same on model numbers).

My conclusions are that AMD will be matching the High Watt Mobiles (like they have been over the last year with good success coming from their aggressive pricing), but they will really open a lead in the 16 watt category until Banias comes out. I don't know if the OEM's will bite, but they they should based on cost and performance. I guess we will all be watching the rumored introduction on June 10 to see if we get just Compaq as a launch partner or if we get a couple OEM's (in the mobile space).
