No one in their right mind believes that if Bush has specfic actionable intelligence he would not have acted. Absolutely, and yet there are those who attribute the intelligence failure that led to this debacle to Clinton. Clinton actually increased the budget for our intelligence operatives. Part of where that system failed before 9/11 was the CIA and FBI would not share their findings with each other. I don't think we need more agencies; we need more effective agencies.
