There is a medical maxim:"When you hear galloping hoofs, think horses, not zebras." I do not think Ms. Rice is saying much more than that they were thinking the more common idea of hijacking, not something unusual. Also, the degree to which one is willing to commit resources if the plane is intended as a bomb differs from what one will do to thwart an ordinary hijacking, so it does make a difference to response.......
