I think it's pretty obvious what's going on here. Clearly the P4/Celeron is lower performance and at much higher cost to manufacture, compared to the Tualatin/Celeron. The only explanation that makes sense is that Intel wants to play the MHz card while utilizing their remaining .18u capacity. A cheaper though higher performing Tualatin/Celeron doesn't market as well as a higher frequency P4 version.
