I believe that he was a good agent, but was bound by a rule of law that prevented him from acting on his hunches.

Much like the entire government is, by being prevented from profiling terrorists. And they still are. It is a terrible terrible tragedy and shame, that even now, the mainstream democrats handicap us from being able to protect our country from a certain attack.
