Between the two NY Times articles, we have three excuses from FBI officials who received the memo, that went to two officials in two different cities, and died. One of the officials was O'Neill.

I think it is logical to deduce that, if he left because of frustration (which I have never read why he left, at least from a credible source), then it would be from one of those three reasons, and only one of those three reasons would be considered an obstacle to further investigation. That would be profiling. Which is illegal. And in a sense, you are right, in this case, that it is a strawman. Simply put, he wanted to arrest some Muslims because he suspected they were linked to terrorists, but he did not have any evidence.
