"The deletion of restore points can be caused by any of the following by-design conditions:

When you manually turn System Restore off:

If you manually turn System Restore off on the system drive, this causes all restore points to be purged, and you receive the following warning message:

You have chosen to turn off System Restore. If you continue, all existing restore points will be deleted, and you will not be able to track and undo changes to your computer.
Do you want to turn off System Restore?
Yes No"

"When you start the Disk Cleanup utility, click the More Options tab, and then click Clean up under System Restore , all restore points (except the most recent one) are purged."
