Shift what? Easy to wave your hands and spout marketing phrases like "shift the resources" but again I ask shift what specifically? Should you move the steppers and the etching equipment into the design validation lab? How about the PHds who are working on the new transistors? Should you move them to mask design or layout? Maybe the Product Engineers can help out running simulations because they don't have anything to produce anyway but aside from that it's naive to think you can move resources around like that.
