Largely gone. There are still a few cost+ contracts out there. Which is fair. If you're asking someone to perform what is essentially an experimental development or research, how can they know the cost? You find out the cost by doing it.

Ah, the good old days of private sector corruption and low-ball bids.
And where is the corruption? If a bid was clearly ridiculously low, the gov't was supposed to throw it out. Which did a great deal to discourage such bids.

Oh, and have you heard there is corruption in gov't? That it's not limited to the private sector?
