The definition of success is the substantial reduction of the threat from terrorist organizations, by destroying their infrastructure, seizing their assets, killing them, or detaining them and binding them over for trial. It is only a matter of common sense to warn that some residual threat will persist, especially for the next decade or two (these are older men referring to their lifetimes, after all), and therefore that there may need to be ongoing security measures to attempt to thwart them. It is also wise to acknowledge that some further outrage is likely, but that it should not shake the resolve of society to stand up to the foe.......
