Well, the next development is that the code inspector said she wasn't even here responding to my calls. She was responding to a call that said our fence was down. Which of course has me looking suspiciously at all my neighbors and wondering who is the interfering busybody. Our new neighbor yelled at the little boys across the street to get out of his part of the ditch one day. I bet it was he. Anyway, Dan explained why the fence was down, and how we'd been waiting over 5 weeks for the City aengineers and she said, oh they never return my calls either. She was very nice and didn't write us up and said the city would work with us, and she is calling the City Engineers, too, and we are calling again. I also bought some of that attractive neon orange netting to stretch across the ditch and I hope it glows in the dark and keeps our neighbor awake.
