I seem to remember inflows exceed outflows. And many of those projections were by the Congressional Budget Office, which is supposed to be independent. In fact, if I remember correctly, the administrations projections were much more conservative. Probably for political reasons, they wanted to hold down spending. You don't hear a lot from the current administration about holding down spending. From one perspective that's a good thing, the recession would be worse if the government wasn't throwing $Billions around like a drunken sailor.
