Actually, MSFT provided the software very early. It just sucked until PocketPC came out.
Palm stood a great chance if they'd been willing to play ball early on. They didn't though (much like Apple), and so consigned themselves to the niche market arena.

MSFT is the problem. They run a technology racket, and they are keeping everyone in their pocket.

Palm could've entered into a MSFT partnership. But if you look at most of MSFT's partnerships, they are short term, use the technology until we develop our own and drive them out of business partnerships.
PALM recognized this and wouldn't partner with MSFT. That was smart. What wasn't smart was not recognizing that MSFT had deeper pockets and is inherently bent on taking over every market it can. Had they recognized that, then they MIGHT have had a chance to prevent the loss of market to MSFT earlier.
Do I blame MSFT? Yes, because they use their monopoly position to their benefit, and then lie, cheat and steal and are able to hide (to some people who don't pay attention) the evidence. Do I blame PALM? Yes, because there are ways to prevent MSFT from taking your market, and they didn't figure out how to do it early enough.
