MSI, In my opinion, the POTUS has other, more important, things to do than to be the one, and only, watchdog of excessive, and bogus military expenditures. That also refers to just about every bureaucratic agency in the entire national government. A way has to be found to police these agencies, including the military, and penalties harsh enough to put a stop to it. For many decades, it has been the "good ole boy" system with a "you scratch my back, and I'll scratch yours" mentality in too many agencies to count. The dead wood of unnecessary personnel, the "under the table" kick backs, and paying unjustified prices for everything, must be scraped out of the barrel and discarded. The problem is that the farce has been going on for so long, no one knows exactly where to begin. I would support a complete house cleaning of the agencies, and a brand new start, but that is such a huge, and unpopular job, that would receive a great deal resistance, it would be hard to find qualified people to get it done.
