It is my belief that the Kashmerians do not want or need India's protection from anything. They want to be left alone from both India & Pakistan.

It is also my belief that India unfairly claimed Kashmir for itself in 1947---it should have been made a UN protectorate. If India would grant the Kashmirians a semblance of automony they might have a chance of keeping it.

Instead, the present situation threantens the economy of both countries locked in a war neither can afford. IT would be in both countries interest to see an independent Kashmir created under UN supervision.

The Indian government hasn't even built a proper railway line into Kashmir. How can people go and settle there even if they were allowed/encouraged/bribed to do so?

There is always a chance of a free and fair plebiscite. Involve everyone who lives and has lived in the Valley (using proof such as electoral rolls, property documents etc.) and hold a plebiscite under UN supervision. The voters need not all be in the Kashmir valley at this instant.

But India has never been willing to go for such a referendum since it is sure it will lose.
