Yes, I would say that is a common problem, especially amongst those who have not lived in America (and just heard about it through movies, books etc)

Goebbles was talking "we" as him and the reader / listener are all in agreement and one great Nation. There were many educated people in England, Europe, and even the USA who though Goebbles and Germany were the bee's knees.

That is my experience also.... oddly this DOES stand in the way of American high tech domination. I am astounded how many here in the states assume everyone else is 'just like us'. Several American companies went bust in Germany when I was there through misunderstanding basic cultural differences.
