I have no basis upon which to form an opinion of the general character of oil CEOs. There are 50 states. Why trust you on rankings when you cannot even count? But even supposing that were true, someone has to be last, by itself that does not tell me very much. Also, there are always trade offs. Maybe Texas made the right decision in promoting industry and jobs, rather than hamstringing business, given its particular circumstances. Just because environmental initiatives are not dictated by the dominant enviro groups does not mean that nothing has or will be done.......
