What "artificial trade barriers" are you referring to?

I would think things like tariffs, quotas, and other import restrictions, as well as subsidies for domestic goods that make foreign goods uncompetitive. If third world countries had an easier time selling goods in the US then they would have an easier time paying back the loans.
