My brother (who is a liberal leaning sort) said that he would rather have a President who was reasonably intelligent but not overly so and had spent his college years getting drunk with his buddies rather than studying with other policy wonks). I'm not sure he voted for GWB (he probably didn't) but he clearly didn't count GWB's intelligence and party reputation against him.

"We pay them for judgment, which requires a reasonable degree of intelligence, but involves much more: the ability to listen, experience, a well- balanced personality, among other things......."

There are quite a few measures that are employed in intelligence testing. I have not seen an IQ score on Bush. I take most of them with a grain of salt. My Masters degree was heavily waited with the subject. I see little use in the scores except where special services are indicated. Otherwise they do little more than pigeon hole people restrictively.

It appears to me that Bush can be ill at ease when speaking in public. That problem can effect communication in a variety of ways the most common of which are stuttering, mild ephasia, and self-consciousness; none of which are IQ indicators.

He appears to me to be reasonably intelligent, with adequate preparation for his role, and in possession of the sound judgement needed to execute his duties.
