Correct me if I'm mistaken. But I heard that the 95% offer of land was of land that is practically useless land, that it wasn't really 95% but a lot of hype to make the Israelis look really good.

That's what the Palestinians have been claiming. They're lying. If you listen to any of the American negotiators, especially Dennis Ross, they absolutely confirm the 95%+ figure. Clinton's offer was 97% net of the territories (including swaps), and Barak accepted it.

Also, on the Palestinians' side, there were those who thought that if an offer is too good to be true, it probably is. That is, the Israelis were perceived to have something hidden up their sleeves.

It was an American offer, backed by $30 billion in American money to the PA, and American prestige. Arafat's negotiators wanted him to take it, but he refused. He never even countered. Just went home and boasted how he had "turned over the table on the Americans"
