Does anyone besides me see Lebanon as a potential home of Palestinians that choose not to return to Palestine?

There are about 400,000 now, in Sabra and Shatilla camps. They don't have Lebanese citizenship or work permits, so the UN feeds'em. Getting the Arab countries to offer citizenship to the refugees who have been living in their midst in camps for over 50 years would be a big help, so naturally the Arab states will have nothing to do with it (except Jordan). That Arab League proposal you're so hot on insisted on the 'right of return', so it's a non-starter as far as Israel is concerned -- "we'll offer you quasi-recognition under conditions designed to destroy you" Yeah, right.
