IMO, the key part of the Arab league proposal is not in the details, but in the principle that they will recognize Israel if there is justice

That's just how they want to position themselves -- we're all for peace if there's justice. But their definition of "justice" is designed to all come out of Israel's hide (if it destroys Israel, so much the better), even though the suffering for which they seek "justice" is at least 90% their own fault. They started all the wars, after all. They are not prepared to pay one red cent towards the cost of "justice", beyond their huge, magnanimous (in their own minds) "recognition" of Israel. In every other conflict in the world, recognition of the existence of both parties is assumed, not some huge benefit which one side must pay for. After all, such "recognition" can be taken away in a flash and guarantees nothing.

The President does not control Israel, as evidenced by him getting physically angry on television awhile back because Israel would not pull out of the camps

He could excert serious pressure if he chose. He has chosen not to.

IMO, the President is waiting for the Palestinian militant groups to give him ammunition, in the form of a cease fire, for his upcoming argument with Prime Minister Sharon.

Since Hamas et. al. are clearly NOT going to agree to a cease fire (until Israel whomps them hard enough that they really need one, at any rate), I would put this is reverse and say...actually I take that back. Bush's policy has been incoherent and I have no idea what it is this week. The default outcome for no coherent policy is that the policy will be lead by actions on the ground. In short, the diplomats are just filling up the spaces between terrorist attacks. If the Pals get a big one off, Sharon will go into Gaza, and that will determine events.

I also think Lebanon may be involved in the Presidents thoughts, as evidenced by the upcoming visit by the Syrian Foreign Minister

Reports from Syria are that Bashar Assad is young and stupid enough to be led by the nose by Hizbullah (and Hizbullah's Iranian masters) and to consider attacking Israel by proxy. The US is trying to warn him off such idiocy by assuring him that even if the attack is postmarked 'Lebanon', the retaliation will be addressed 'Syria'.
