It is the Congress of the United States of America that will determine the powers of the new agency. Then they will enact a law that empowers the agency. That "law" will be full of words that will eventually be available on the Internet for all to read. I am looking forward to getting a real measure of what Congress is capable of when we are truly threatened from without. Aren't you? One question MSI.
