I agree a test state would help--perhaps Hawaii or Alaska.

Given the new War on Terrorism and an inherent need to divert crucial resources into this campaign, they'll become a new willingness among political leaders to explore alternatives to the way America deals with its drug problems.

I can think of one good thing only that has resulted from the Drug War. Beyond the erosion of civil liberties, etc., the draconian drug forfeiture laws enabled police departments to confiscate personal property--similar to what happened in the Anthony Elgindy case.

The local constabularies always got a piece of this action. This enabled 'em to continually buy new police cars every one or two years instead of every four to six years. So what happened to the old barely used local and state police cruisers? They became taxi cabs and America's taxi fleet got upgraded. Funny how it goes, ain't it? (LOL)
