All states already have their own drug laws. if the feds legalize drugs they would still be illegal by state law so there would be no need for a test state. Whichever states wanted to loosen their drug laws would then have no problem doing it. Those states that chose to wait would also have that ability.

Let the states make the laws for their own people without the FED overhead
