Jitmab If you want an 8% tax rate that would be the nominal rate paid, not the rate after deductions and excemptions and credits.

Or you can account for all of those but then the figure includes all taxes or at least all federal taxes.

I tried to go to - bea.doc.gov and
bea.doc.gov

and all I got was

"The database server is undergoing maintenance at this time.
Please try again later."

Do you remember how those sites dealt with the Earned Income Tax credit? To me if it results in a net transfer to someone that should count as an expense, because it is a transfer payment to someone not a reduction in taxes, but I suspect that these "negative taxes" would just be counted as lowering the overall level of taxes and not as increasing the amount of spending.
