Nope, never said that. But the probability is higher that we would lose our rights and become subservient to the state if we were a completely secular society. After all, how would you enforce not praying to God, unless you used the power of the state to enfore it? e.g. the former Soviet Union.

It's foolish to believe everyone would willingly follow secular belief's.
