Bruce, large government contracts for services and software are rarely allocated as you describe. Big military hardware and piddly little deals like travel services for an agency are more likely to be doled out through a cozy connection or a senator's home state concerns.

Agency managers know that a security breach means their ass is grass - they will go for names they know, especially anyone who has done good work for them before. That's why the established consulting firms in classified work will be hugely influential in picking the hardware and software used in the final installation.
