Dale, I admit to some tongue in cheek but I also spent 26 years as an engineer for the Federal Govenment and have seen some ridiculous awards, but the most glaring were those to West Virginia (Byrd country), Dams on the Red River to provide barging to Shrieveport, LA (check the traffic count today, probably a little less than presented for justification). A&E firms couldn't be selected if they already had $1M work previously with the government. No doubt in my mind that this rule cost us an extra $10M in cost due to the firm selected (over a more modern, high tech and proven firm that was disqualified for the above reason), etc. I've seen major flood control projects awarded out of the blue in certain districts that had absolutely no analysis or justification, etc. Let's hope the Government is a little more careful in the security area. <G>
