They leave Arafat alone because the EUropean leadership is protecting him despite his continuing support for terrorist attacks against civilians (note the Israeli confiscation of suicide bomb material from his headquarters in recent days).

Personally, Arafat needs to meet with "an accident"... Something that has "plausible deniability" by the Israelis since direct assassination of him would cost more than they gain.

As for his underlings?.. Kill any of them involved in terror.
