If you wait for the unmotivated to motivate themselves you will have a lot of uneducated people milling around. I prefer to require that educators at least try to motivate their students. Students with real motivation don't really need teachers anyway.

"If students expect teachers always to motivate them, then they will never learn the skills necessary to become lifetime learners"

This is a red herring and not subsumed in the preceding discussion. People are not instinctually motivated for higher order values but rather are encouraged by example and by education. I am not motivated to read Beowolf on my own. I am encouraged by educators, and steered by those whom I admire and respect. Later, I discover that those things which I have been Taught to value...come more naturally to my desire.

This does not mean that people may not develop their own desires...only that the direction of those desires...the path of the walker--may benefit from a guide.
