If what you say is true, then how come the California State officials allowed that to happen? Who inside the California State government is the liaison for those kinds of interstate compacts and agreements? Someone inside the California State government is responsible for maintaining communications between the State of California and the Federal government as far as energy is concerned, who is that person or agency?
