That is the goal of good government, to recognize the people as owners, not chattel, which is the current case. This is not calling for a central repository... that already exists. It is calling for public access to all information that is not bona-fide military value, rather than the so-called "national security" cover-ups we get from the administrations since Nixon, which then show after FOIA to be frudulent.
