Kalam Vs Malik
The Indo-Pak security environment had worsened since Pakistan did a U-turn to help America’s war against terrorism after September 11, he (Gen.Malik) said.
The above is a quote from your link.
JPR note:
It appears that the rats flushed out of the holes and caves by Long Sticks and Daisy Cutters scampered into Indian Kashmir. Now even George F admits that their activity is scaled down.

It appears that the former Chief of Staff General Malik and the would-be president Abdul Kalam are looking at the Indo-Pak conflict from their respective perches. The scientist in Kalam sees the deterrence in the nukes and the soldier in Malik sees the offensive capability of weapons, the strategies and the prosecution of war. If we let the soldiers prosecute the war without civilian control, we would have more Kargils, as in the case of mushhead.

Both are actually arguing for even more funding for their respective pet departments. In the end, both will get funded. A few hundred million more people in slums is not that big a deal to India and its ruling elite. India already has the largest number of impoverished people in the world anyway.
