Yes, me too. I agree with you that any human system is going to fall short of perfection but I think we can do much better than we have in the past.

For example "stretching" necks is pretty barbarous, and where capital punishment is considered at all we take every effort to eliminate the torturous aspects.

My recommendation for change starts at a more foundational level than yours. I would like for the system to categorize those who are convicted of heinous crimes differently. They have set themselves outside of our limits to accommodate a reasonable resolution and they should be categorized as out side the normal considerations of the penal system. Yes, including death or some other form of permanent banishment from the resources of society (including that they should no longer qualify to be housed in a publicly funded facility, jail or otherwise).
