Diplomacy for diplomacy's sake seems to be their motto.

yes, this can be a major flaw of diplomats--their deformation professionelle, as the French would put it. they can easily become so enmeshed with existing situations and personnel that they become reluctant to advocate anything that would piss anybody off, even if it's appropriate and might improve the situation in the long run. And of course lots of the Arabists at State have gone native and see the world through the eyes of their local counterparts, although that's less true now than it used to be.
