Stalin would have massed gassed his mother but in the end he was the lesser of the two evils. Arab nationalism is controllable--Islamic fundamentalism is not. Put Sadam in a box so he can survive and not threaten and put bin laden and his cronies in a box that goes six feet under.
Speaking of will to extract shale, what about the will necessary to take down el quaida. Watch the DDay movies and understand the loss of life required on our side to effect victory. Currently we are fighting the war against terror with one hand tied behind our back. If bin laden is using pakistan for santuary, move in and get him. If we are worried about the fall of pakistan, move in and secure the nukes.
What would have Teddy Roosevelt have done, even FDR. Stop pussy footing around and lets kill the bad guys before they kill us. It is really quite simple. And the markets will like this as well. Light at the end of the tunnel is a good thing--right now all we can see is the neverending threat of terror. mike

It will not be lack of "will" holding up the conversion of oil shale. It simply does not make economic sense right now given the known ways of converting it. When it does make economic sense it will be converted.
