You're right. That is the conventional thinking. However, I believe it would make economic sense to get going on a modest scale. The cost comparisons need to be weighed against capital flight, strategic concerns and even job opportunity.

The technology will get better and may already be more competitive than you think. I have had some talks with a fellow who runs a small company which thinks they could begin to tap that reserve if the country were to make it a priority.
