I am in upholding the idea that the primary purpose of sanctions is to punish.

And I am firmly and unequivocably disagreeing with that.

When I say that my end is a just society, I do not mean one that punishes everyone, I mean one where there is little to be punished for, that is, a society that is well- ordered.

Then there has to be a pretty strong cause and effect between punishment or the threat of punishment and a society with little to be punished for. I don't think that is demonstrable. There are three kinds of people in society. One group is like you and me, who wouldn't commit a crime, at least not much of one, even if there were no penalty. The second group would commit a crime if they thought they could get away with it. And the third group is so forlorn or immoral or lacking in impulse control that the punishment isn't a deterrent. I don't know how big the three groups are, but you're addressing only one of them and that's not sufficient, IMO.

I'd say that is pretty good.

How could it be? It doesn't even mention punishment.
