Our entire legal system operates on the premise that one is assumed innocent until guilt is proven, not the other way around.

You can not set the criteria for abuse by income. In our own daily experiences we can get equally screwed by the dry cleaners, house painters or anyone we deal with so the odds are the same. One story sells better than the other is all it amounts to and wrong is not right.

Fair play has more to do with the character of the individual.
