Actually turf protection is so ingrained in our bureaucracies that it will indeed take more serious terrorist attacks to change this insidious & costly practice....... and I watched this first hand for well more than a decade, although not within defense intelligence....... but within two of our so-called watch dog agencies. Bureaucracies are loathe to change.......... until political winds force it....... and even then it will be with great reluctance IMO.

JW, you raise an interesting question and one which will become more hotly debated after the next terrorist attack...How much will we allow our individual freedoms to be infringed upon in order to protect this country from terrorists.
After 9/11 no one cared about increased airport lines, now people are starting to bitch at the inconveniences caused by increased security. I do not know if the US is ready for NY to look like Tel Aviv in terms of security.
I want the country to be secure and believe we will have to allow SOME of our rights to be infringed upon. Increased security checks, no problem. I have a problem with all my personal information being made available to some GS-9.
