She has to live with the fact that she killed someone. She has suffer disapproval via whatever social onus is placed on her. Maybe no one wants to buy real estate from her any more. Maybe the vet doesn't do everything he can to save her dog. That disapproval could penalize her in any number of ways.
Because you can't guarantee any of that?

And in any case, it is not adequate?

All she has to do is move, and all of that stigma disappears. Let her go to a shrink, who treats guilt as an irrationality, and she will let herself off the hook soon enough.

It doesn't have to, but it is the most reasonable way to do things, like a "time out" for youngsters, or grounding for teenagers. Society says:"We cannot let you resume your normal life as if nothing had happened. Furthermore, you are not yet fit to walk among us, that is how seriously we take your transgression. After a time, if you seem to accept your sentence and make some effort at amends, we will welcome you back into society, conditionally if a parole, unconditionally if you have served the length of the sentence." What is wrong with that? Plus, using a standard measure (time), we can more precisely calibrate the system........
