If Bill Gates shot me and I lived but lost a kidney, then his reparation would probably include giving me his kidney as well as paying all my medical expenses. Reparations could be most anything.

All criminals would be held until they were no longer a risk to the community.
We're really good at telling this sort of thing, aren't we? Parole boards supposedly do this all the time. I don't remember the numbers, but a rather high percentage of parolees end up getting re-arrested while on parole. Often for the same or similar crimes that they were in for before.

Interesting idea, but: The idea that someone can commit murder in particular and get away without quite significant punishment is unacceptable. IMHO.

You didn't answer THE crucial point:

Suppose Bill Gates decides to kill you. What's to stop him? The reparations your family could justify are nothing to him. So he gets a free murder?

You're kidding, right?

Reparations are not sufficient for murder.
