That could work, except: Now you've effectively brought back slavery. The unions scream, bitch, moan, and yell about prison labor already. And do everything they can to limit what prisoners are allowed to do. And the US currently screams, bitched, moans, and yells at the Chinese for their use of prison labor. "Unfair competition". I think there are going to be some serious political problems here. Even if the prisoners are paid the going wage for their work, their potential competitors outside will still bitch.
