The fact is that the most notorious terrorists, robbers, murderers, etc in our society have had good ID and if not would have no problem coming up with one. There is another level of anxiety added to this issue. Westerners view these women as too mysterious, ninja like in appearance and in their shy behavior. Masked people are not to be trusted. Culturally, it is unsettling for a Westerner to be around them. To me this is obviously adding some entanglement to the issue. Karen is right. Very few of the women who cover to this extent are interested in a drivers licence. I can't believe the police would be over whelmed with what to do if they pulled one over (once in ten life times) and weren't convinced that they were the law abiding citizen shown in the ID. If we could set that aside I bet there would not be much of an issue here. For example: Off the top of my head: It is becoming common to register your finger print at a new job or at some banks. It would be easy to include a fingerprint matching tool in the police utility belt. Put our prints on the drivers licence. The tool scans my finger in the flesh and the print on the licence. Better than eyeballing ten year old pictures that are easy to mess up with beards, mustaches, hair cuts, die jobs, age, and such. This issue is more about what the covered, veiled women represent to Westerners and what we'd like to do about it, than ID.
