I don't think photo IDs do anything to deter terrorists. They can be easily falsified. Finger printing is reliable and at least as easy to register as a photo ID. Find me a policeman with a cell phone and we have the technology to add electronic finger print validation. Time to upgrade. That doesn't mean we throw all our other surveilance tools out the window. If someone matches the profile (evidenced by dress and behavior) then I would not ignore that indicator all together.
