From my point of view there's so much weaseling in there, it's hard to tell what it means, if anything. It's not weaseling. It's a straw man. It would have been fleshed out a little by now had anyone offered any flesh. She was involved in a multiple murder and you seem ready to let her out as "not a threat." Do you think she would be a threat to society? Her keepers say she's been a model prisoner for thirty years and is a changed person. Would you be scared to live down the street from her? In my model she' be out because she wouldn't be a risk to society so there would be no reason for the state to house her. In the current model, she's in for life because she did something really, really horrid once. That's the difference.
